This thesis explores the main characteristics of the bilateral relations between Brazil and Chile since the late 1990s. The study goes beyond the traditional state-centric approach that solely focuses on the classic channels of traditional diplomacy. Contemporary international relations are not the exclusive domain of state-centric actors, given the increasing importance of emerging non-state actors in foreign affairs. The rapid expansion of global media (including social media) in recent decades has certainly contributed to the direct involvement of larger audiences, who have acquired a voice in foreign affairs. This new scenario demands a multi-faceted approach involving the various actors who participate in discussions on foreign affairs vis-à-vis the official actors.
The evolution of the bilateral Brazil-Chile relations is analyzed from three main concepts: public diplomacy, nation branding and presidential diplomacy. The studies shows how both types of diplomacy (public and presidential) have helped to improve the bilateral relations between both countries since the 1990s. Both nations have developed specific campaigns to strengthen their nation brand abroad. The thesis also explores the ways in which important regional actors, such as Argentina and the United States, have conditioned the bilateral relations between Brazil and Chile in the last 25 years.
